Elmer Parlier is Vice President Housing of Kentucky Highlands Investment Corporation. He is an experienced manager who has worked in all areas of a small manufacturing company including sales, manufacturing and administration. These industries include wood, electronics, sheet metal, machining, dairy, sporting goods and a great deal of experience in government contracting. His primary expertise is senior management of small companies ($20.0 million and under) whose core business is manufacturing. Mr. Parlier has performed all duties in dealing with customers, employees, investors, vendors, unions and bankers. He has a great deal of experience with turnarounds as several of the companies with which he has worked have gone through very hard economic times. He has also liquidated two manufacturing companies and has participated in the start-up phase of three other companies. Mr. Parlier has served as president of two companies, chairman or board member of seven companies, and chief financial officer of three companies.
Mr. Parlier analyzes new businesses and investments and supports the efforts of the Executive Vice President and Chief Operating Officer in searching for new investment opportunities. Elmer is a Board Member and active participant of the Venture Club of Louisville and a graduate of Leadership Kentucky.
Mr. Parlier has a Bachelor of Science Degree from Bob Jones University, Greenville, South Carolina graduating in 1969 with a major in accounting and a minor in English. He attended the U.S. Army Officer Candidate School, Ft. Benning, GA. Mr. Parlier obtained a CPA certificate in Tennessee in 1973. He also has various continuing education courses primarily in accounting and computing with some in general management areas and manufacturing quality control. Elmer is a graduate of the Venture Capital Institute of the National Association of Small Business Investment Corporations (NASBIC).
